With the advent of universal meal programs in Colorado, concerns have been raised that Free and Reduced-Priced Lunch (FRL) applications will no longer be a reliable method for identifying At-Risk students. In 2022, the Colorado General Assembly passed House Bill 22-1202, the At-Risk Student Measure For School Finance.
