Federal and state special education laws and regulations require public school districts to identify, assess and evaluate students from birth through 21 years of age, and then provide speech and language services to students ages 3 to 21 who exhibit speech or language impairments that adversely affect educational performance. The study examines state-level policies on K-12 online learning.
