Federal and state special education laws and regulations require public school districts to identify, assess and evaluate students from birth through 21 years of age, and then provide speech and language services to students ages 3 to 21 who exhibit speech or language impairments that adversely affect educational performance. These guidelines are designed to facilitate the implementation of consistent evidence-based practices in Colorado for determining a student's eligibility for speech and language services.
