The Foster Care Education Program at the Colorado Department of Education (CDE) was launched in September 2012 and is dedicated to ensuring that students in foster care are successful in school and life. The term "student in foster care" means that an individual has experienced an out-of-home placement and has been enrolled in a Colorado public school. National research shows that children in foster care are at high-risk of dropping out of school and are unlikely to attend and graduate from college. It was with this sense of urgency that CDE launched the Foster Care Education Program to provide a framework and structure to support schools and districts in addressing barriers that impede the education of students in foster care and sets forth a course toward postsecondary success., by Judith Martinez, Sheree Wheeler., "February 2014.", Online resource; title from PDF cover (viewed May 2018)

The Bell Policy Center's Colorado: The State of Opportunity Report (2002) offers a hopeful vision of a "Cycle of Opportunity" for every resident of Colorado. Each of the state's residents would find a "gateway" into this cycle and have the opportunity to achieve their full economic, social, and personal potential. The Cycle of Opportunity is self-sustaining. Once a family is in the cycle, it is likely to stay in, improving the prospects for its children and its children's children and lessening the drain on society from people caught in a dependency cycle. The study utilized available data to examine the relationships between adult educational attainment, these Gateways, and academic achievement of students., Becky Russell, Keith Curry Lance., "December 2004.", Online resource; title from PDF cover (viewed October 2018)
