This is Colorado's FY 2006, or Year Two, Implementation Report for Colorado's federal Community Mental Health Services Block Grant Plan. This report covers the first fiscal year of Colorado's new, multi-year plan that was approved without modifications for FY 2005-2007. Of the 28 targets in this Plan, Colorado achieved 12, and missed another two by 1.0 percent or less. Colorado Department of Human Services, Domestic Violence Program (DVP) was contacted by several crisis centers who expressed confusion regarding State Rule 12 CCR 2512-2 (DVP), ʹ12.201.2.C.6, which instructs advocates to notify victims that reporting "danger to self or others" in addition to mandatory child abuse reporting is an exception to confidentiality. The purpose of this Guide is to clearly communicate the DVP rule related to danger to self or others as well as provide clarification on the language of the rule.
