This is Colorado's FY 2006, or Year Two, Implementation Report for Colorado's federal Community Mental Health Services Block Grant Plan. This report covers the first fiscal year of Colorado's new, multi-year plan that was approved without modifications for FY 2005-2007. Of the 28 targets in this Plan, Colorado achieved 12, and missed another two by 1.0 percent or less. Four of the remaining 14 that were missed were related to evidence-based and promising practices where the definitions of what counts as these practices changed between the time the Plan was approved and this Report.
