It is the policy of the Colorado Department of Human Services to promote the provision of safe and adequate 24-hour care of children in an environment designed to meet the physical, emotional, cognitive and social needs of the children at those times in the life of such children when the child's family of origin is unable or unwilling to provide adequate care. It is also the policy of the Department to require 24- hour care providers to meet standards and conditions for the well-being and protection of the children in their care.
