The process is considered a complimentary and supportive way for CDHS to fulfill its supervisory responsibilities under Colorado's state-supervised, county-administered social services system. It also allows CDHS to assess and improve its own performance. Because Management Reviews are complex to administer, and because they can provoke unanticipated responses from the local community, it is important that they be initiated with care.
