The Colorado Oil and Gas Conservation Commission is directed to use a risk-based strategy to inspect oil and gas facilities. The Commissions risk-based strategy prioritizes the phases of oil and gas operations that are most likely to experience spills, excess emissions, and other types of violations for inspections. The purposes of a risk-based inspection strategy are to protect public health, minimize environmental contamination, detect spills before they worsen, and strengthen the publics trust in the State of Colorados oversight of the oil and gas industry.
In 2009, The Governor's Energy Office (GEO)1 received an American Reinvestment and Recovery Act (ARRA) allocation of $49,222,000 through the U.S. Department of Energy's (DOE) State Energy Program (SEP). The DOE stated goals for the SEP-ARRA grant were: to increase energy efficiency to reduce energy costs and consumption for consumers, businesses and government reduce the U.S. reliance on imported energy; improve the reliability of electricity and fuel supply and the delivery of energy services; and reduce the impacts of energy production and use on the environment. The GEO viewed this allocation as an important one-time opportunity to remove market barriers to the development of energy efficiency and renewable energy resources statewide.
The goal of Colorados education system is to ensure that all children have access to a high quality school and the opportunity to receive an excellent education. But for too many students--urban, suburban and rural schools--that expectation is not being met. It is widely held in the education profession that turning a chronically low-performing school into a high-performing school is the most difficult of all tasks. Many strategies have been tried; few have succeeded. However, the enormity and complexity of the problem is not a valid excuse for failing to solve it, and CDE must lead the way.
This guidance document is intended to provide direction to contractors, consultants and property owners and operators who are involved in soil disturbing activities in areas with known or suspected asbestos-contaminated soil, or where asbestos-contaminated soil is discovered. The guidance is meant to assist in compliance with the Solid Waste Regulations, and where applicable, Air Quality Control Commission Regulation No. 8, Part B (5 CCR 1001-10, Part B - Asbestos) referred to herein as Air Regulation No. 8, Part B. However, it is important that the reader be familiar with the regulations in order to understand the context of the information provided in this guidance.
