Driven by enhanced recovery techniques that increase the cost effectiveness of developing stranded and unconventional reserves, gross domestic withdrawals and production hit record levels in 2012. Correspondingly, prices have fallen from a high of over $14 in 2008 to $4 per MMBtu in 2013. the replacement of utility coal-fired generation with natural gas in recent years is a transition driven by cost competitiveness and heightened concerns over current and future emissions standards.
In order to achieve America's full potential to reduce energy waste, create jobs and save consumers money on their energy bills, an alignment of energy-efficiency business leaders, policy makers and lending institutions must occur.
Lesbian, gay, bisexual, and transgender (LGBT) students face a unique set of safety concerns each day. Over 85% report being harassed because of their sexual or gender identity, and over 20% report being physically attacked. Far too often teachers and administrators do nothing in response. In part because of this, the suicide rate for LGBT students continues to be 3-4 times higher than that of their straight counterparts, and in some parts of the country LGBT runaways may comprise up to 40% of the entire teen homeless population. This brief describes those issues, presents concrete policy recommendations, and then offers model statutory code language to implement many of those recommendations.
