Our review of 35 states indicates that there is more activity now than ever before in the MMIS procurement and implementation space. MMIS solutions have evolved steadily since they were first mandated and funded in the 1970s. During the past four decades, Medicaid data, system processes and architecture, and transaction specifications have been standardized to allow for improved program management and broader health care IT interoperability. The State's current MMIS is over 20 years old, with components that are over 30 years old. The current MMIS needs to be replaced.

The LTC category is also referred to as the 300% Institutionalized Special Income Group. The American Recovery and Reinvestment Act (ARRA) of 2009 appropriated money to the Department of Energy (DOE) to utilize the funding to encourage the implementation of energy efficiency and renewable energy projects. The Colorado Governor's Energy Office (GEO) was a state agency responsible for utilizing and distributing ARRA funds in Colorado. The main purpose of this Project was to evaluate the gross and net impact energy savings associated with three ARRA funding streams: the State Energy Programs grant (SEP), the State Energy Efficient Appliance Rebate Program (SEEARP), and the Energy Efficiency and Conservation Block Grant.
Supplemental Educational Services (SES) are additional academic instruction designed to increase the academic achievement of students in Title I schools with a status of Priority Improvement or Turnaround outside the regular school day. These services, which are in addition to instruction provided during the school day, may include academic assistance such as tutoring, remediation and other supplemental academic enrichment services. SES must be high quality, researchbased and specifically designed to accelerate student academic achievement.

The State of Colorado receives migrant education program (MEP) funding for which federal law mandates that the state identify and recruit all migrant students residing in Colorado who are eligible to receive services provided by the MEP. Identification and recruitment are critical activities because, the children who are most in need of program services are often those who are the most difficult to find.
