In early 2016, Senate Bill 16-058 established a new state licensing program that allows small and mid-sized poultry processors exempt from federal inspections to sell processed poultry directly to individuals at venues such as farmers' markets. Consequently, SB16-058 required CDA to develop a regulatory framework for the processing of poultry that could be sold at retail food establishments and to prepare a report which will be made available to all stakeholders and the public.
Colorado's rural districts are a major part of the state's 178 school districts yet only comprise 20 percent of the total student population in the state. While these rural school districts often have small student populations, they represent critical aspects of Colorado's education system.
Colorado's Renewable Energy Standard (RES) has been in effect since 2004, but in 2013, coal mine methane (CMM) and synthetic gas produced by pyrolysis of municipal solid waste (MSW) were added as eligible energy resources as long as the renewable energy projects are greenhouse (GHG) neutral. The purpose of this study was to develop a framework for project developers and the Colorado Public Utilities Commission (PUC) to assess the GHG-neutrality of specific CMM and pyrolysis projects that generate electricity in Colorado. The report and accompanying calculation tools will serve as guidance in the RES certification process. The calculations use GHG accounting principles and equations from internationally-recognized CMM and MSW project protocols. A coal mine methane-to-electricity project may include a combination of methane sources from CMM, ventilation air methane (VAM), and abandoned mine methane (AMM).
This reports summarizes work and key findings to date from the Upper RIO Grande Basin SNOwfall Measurement and streamFLOW (RIO-SNO-FLOW) Forecasting Improvement Project conducted from Jan. 1, 2014 through Dec. 31, 2015. The project area was centered over the upper mainstem Rio Grande and Conejos River basins in southern Colorado.
Wetlands and riparian areas in the Arkansas Headwaters subbasin support biologically significant resources, including plants animals and natural communities. Decisions about wetland management should be based on a solid understanding of their extent and distribution. The goal of this project was to create an up-to-date digital map of wetlands in the Arkansas Headwaters subbasin to aid regulatory, conservation and management decisions.
Senate Bill 13-202 mandated the Colorado Oil and Gas Conservation Commission (COGCC) use a "riskbased strategy for inspecting oil and gas locations that targets the operational phases that are most likely to experience spills, excess emissions, and other types of violations and that prioritizes more indepth inspections." To accomplish this, the COGCC created a "Risk-Based Inspections" report in February 2014.
