"Percent of youth with IEPs aged 16 and above with an IEP that includes appropriate measurable postsecondary goals that are annually updated and based upon an age appropriate transition assessment, transition services, including courses of study, that will reasonably enable the student to meet those postsecondary goals, and annual IEP goals related to the student's transition services needs.
Colorado could pursue fees based on actual travel as an alternative to the fuel tax. Revenues from mileage-based user fees (MBUF) would not vary based on fleet fuel consumption and would instead return revenue in proportion to use of the roadway network. Too many operational and technological questions remain unanswered, and must be tested and evaluated before the state would be ready to commit to a statewide implementation of this strategy.
The purpose of this Manual is to provide guidance on preparing and processing documents that comply with NEPA and other applicable state and federal environmental laws affecting transportation projects in Colorado. This Manual provides references and links to related federal and state laws, executive orders, regulations, and policies. It also provides "best practice" examples for various compliance processes where appropriate. It is intended that CDOT staff, local agency representatives, and consultants use this Manual to implement NEPA in an effective manner, producing more consistent, improved environmental documents that decision-makers may use to make well-informed transportation decisions.
