Abstract

The Tony Grampsas Youth Services Program (TGYS) is a program provides funding to community-based organizations that serve children, youth, and their families with programs designed to 1) reduce youth crime and violence, 2) prevent youth marijuana use, and 3) prevent child abuse and neglect. Eligible TGYS applicants prevent youth marijuana use, and 3) prevent child abuse and neglect. Eligible TGYS applicants include local governments, schools, nonprofit organizations, state agencies and institutions of higher education.

Colorado is home to thousands of refugees from all over the world who fled violence and persecution to seek safety and sanctuary in the United States. As these individuals and families put down roots in Colorado, they spark a multitude of regional economic impacts through their spending and through the wages they earn working in industries across the economy. The intent of this study is to understand the economic impact of the public support paid to refugees and their families as well as the economic impact of refugees' employment earnings over time.

The Colorado Department of Human Services Office of Behavioral Health is committed to purchasing and supporting quality substance use disorder (SUD) services throughout Colorado to improve the lives of all Coloradans. With over 300 SUD providers in the state and 600 treatment sites, the Office of Behavioral Health (OBH) purchases services and improves system capacity through four Managed Service Organizations (MSOs) across seven regions. These managed service partners are able to specifically address the SUD need in their region and coordinate services and data to report on the care delivered and related outcomes. This report is an overview of the action plans completed by each MSO for use of state funding.

A rise in substance abuse poses serious challenges for Colorado families, community leaders and agencies, and treatment providers. According to the Substance Abuse and Mental Health Services Administration SAMHSA), "substance use disorders occur when the recurrent use of alcohol and/or drugs causes clinically significant impairment, including health problems, disability, and failure to meet major responsibilities at work, school, or home." Access to SUD treatment is more important than ever. There is an increased need for a wide range of substance use disorder services, including prevention, intervention, withdrawal management, outpatient, residential, recovery supports, and many other evidence-based aids.
