Abstract

The Colorado Department of Human Services Office of Behavioral Health is committed to purchasing and supporting quality substance use disorder (SUD) services throughout Colorado to improve the lives of all Coloradans. With over 300 SUD providers in the state and 600 treatment sites, the Office of Behavioral Health (OBH) purchases services and improves system capacity through four Managed Service Organizations (MSOs) across seven regions. These managed service partners are able to specifically address the SUD need in their region and coordinate services and data to report on the care delivered and related outcomes. This report is an overview of the action plans completed by each MSO for use of state funding.

A rise in substance abuse poses serious challenges for Colorado families, community leaders and agencies, and treatment providers. According to the Substance Abuse and Mental Health Services Administration SAMHSA), "substance use disorders occur when the recurrent use of alcohol and/or drugs causes clinically significant impairment, including health problems, disability, and failure to meet major responsibilities at work, school, or home." Access to SUD treatment is more important than ever. There is an increased need for a wide range of substance use disorder services, including prevention, intervention, withdrawal management, outpatient, residential, recovery supports, and many other evidence-based aids.

The Native American Boarding School Research Program, Colorado House Bill 22-1327 directed History Colorado to perform a number of activities in order to understand the impacts of the federal Indian boarding schools, particularly the Fort Lewis Indian Boarding School in Hesperus, Colorado. A summary of the work conducted to meet the directives as per the legislation is provided below. Each section has been expanded upon in subsequent chapters or sections of this report.

Colorado has a decades-long commitment to improving the early care and education experiences of young children and families. In June 2021, HB21-1304 established the state Department of Early Childhood (DEC) and required the creation of a Transition Plan to be presented to the Early Childhood Leadership Commission (ECLC), the Governor, and the Joint Budget Committee of the Colorado General Assembly.

Colorado has a decades-long commitment to the early care and development of its youngest children. This dedication was recently underscored by the enormous will for early childhood investment and reform when a bipartisan majority of voters supported funding for high-quality, 4 year old universal preschool in a mixed delivery system with the passage of Proposition EE in 2020. This new voluntary preschool program will build upon the successes of Colorado's existing early childhood programs, including the Colorado Preschool Program (CPP), to offer every child in Colorado access to funded early care and education services the year before they enter kindergarten.

Analysis of the impact of Colorado's Achievement plan for kids (CAP4K) : postsecondary and workforce readiness : final report

This report is the final report designed to estimate the impact of Colorado's Achievement Plan for Kids (SB 212 of 2008, commonly referred to as CAP4K). CAP4K is designed to "align the public education system from preschool through postsecondary and workforce readiness" [22-7-1002 (4)(a)] and to create a "seamless system of standards, expectations, and assessments from preschool through postsecondary and workforce readiness". Augenblick, Palaich and Associates, Inc. (APA) was awarded the contract for this multi-year study in October 2009. The first two phases of the study identified cost estimates related to implementing all components of CAP4K, including school readiness, new content standards and assessments, and postsecondary and workforce readiness, for all impacted entities. Reports detailing these cost estimates were produced in March 2010 and October 2011. The third and final phase of the study focuses specifically on the needed resources, benefits, and successful models of preparing students to exit the system prepared for postsecondary education and the workforce.

This guide exists to empower local leaders to learn about convening and sustaining sector partnerships. We have a rich history of launching, growing and sustaining sector partnerships in Colorado across our 14 economic development regions and 14 key industries. From that history, a stellar cadre of business chairs and conveners have emerged with many mentoring emerging conveners as they enter this rewarding work. Partnerships are proven to provide greater economic opportunity, as well as shareholder profit. More than 750 businesses are actively involved in sector partnerships across Colorado. We annually survey the business members and the conveners to learn more about the impact sector partnerships are having.
