In 2007, the Colorado General Assembly passed legislation that created a system of local early childhood Councils. HB07-1062 specifically called for the creation of a statewide system of Early Childhood Councils that would "increase and sustain the availability, accessibility, capacity and quality of early childhood services throughout the State." Early childhood services refer to early care and education, as well as related services for young children in health, mental health, and family support services. This current study is a baseline evaluation to measure initial State support of Councils in their first year of operation under the new statewide system.
