The Colorado legislature has requested information from both the Department of Health Care Policy and Financing along with the Department of Military and Veterans Affairs to determine the costs and benefits associated with identifying veterans with Medicaid and assisting or encouraging them to access specific additional Veterans Affairs (VA) services in Colorado. Colorado may have an opportunity to save state general fund dollars for Medicaid recipients by identifying individuals eligible for and assisting with enrolling them to receive benefits from the U.S. Department of Veterans Affairs. This report specifically addresses questions outlined in the Legislative Requests for Information for FY 2018-19 ("Multiple-Departments LRFI#4").
A deduction is an amount that an applicant or client can subtract from their gross income to get their adjusted gross income. A deduction is based off of the U.S. Tax Code, and the adjusted gross income is used to help determine whether they qualify for Modified Adjusted Gross Income-based Medical Assistance (Medicaid and Child Health Plan Plus (CHP+)), tax credits, or other help purchasing health insurance.

(PCG) to help identify strategies to improve access to behavioral health services for children and families. For the purposes of this report, behavioral health services include services to treat mental health and substance use disorders (SUD).

Medicaid is not the same as Medicare. Medicaid is for low-income Coloradans who qualify. Medicare is for those 65 years and older (some younger may qualify), though some people may have both.
