The Colorado Department of Public Health and Environment is authorized by Colorado Revised Statutes (C.R.S. 25-11-301 et. seq.) to assist local governments in the identification and management of uranium mill tailings remaining in western Colorado communities. Because tailings deposits are often associated with utility rights-of-ways and private property, this plan is also designed to assist utilities and private parties in the identification, proper handling and disposal of uranium mill tailings.
Recent years have presented many significant changes and opportunities for population health. Although Colorado has had great success in protecting environmental quality and population health, not all residents have the same opportunities to reach their best health or live in the healthiest environment. This plan elevates a shared vision and shared strategies on several key issues. It focuses in two flagship priority areas: obesity and mental health/substance abuse, issues that have been identified as public health priorities in most communities across the state. It also is intended to guide efforts to address the critical issues of health care access and coverage, marijuana and public health infrastructure and capacity. The priorities and objectives outlined in this plan are intended to provide support, guidance, and focus for public health activities throughout the state. Reaching these targets requires a statewide initiative, and success is possible only through strategic and coordinated state, regional and local efforts.
Since 2005, Colorado's Health Disparities Grant program (HDGP) has been supporting programs and initiatives across the state to address the prevention, early detection and treatment of cancer, cardiovascular and pulmonary diseases in underrepresented populations. The statute that created the program emphasizes a focus on racial and ethnic minorities and underserved/under-represented populations. Projects were designed to address cancer, cardiovascular and pulmonary diseases, and some grantees, addressed a combination of these.
Wildlife fencing along highways can lower wildlife-vehicle collision rates by excluding animals from the road right-of-way. Still, animals can breach fencing and end up trapped within the fencing along the highway right-of-way, exposing wildlife and motorists to the risk of collision. Wildlife escape ramps are designed to allow animals safe passage out of the right-of-way. Few recommendations exist on effective design of escape ramps and monitoring data are limited.
