Colorado Department of Agriculture identified the need to better understand how: a) the citizens of Colorado viewed the agricultural industry as a whole; b) the public perceives emerging policies meant to support or influence the role of agriculture in Colorado; and c) and how the Department's own programs were valued.
Projects in this Annual Plan seek to significantly advance Colorado's resiliency, both at the State and local level. They are designed to institutionalize resiliency into regular business operations; maximize State investments with the inclusion of resiliency measures in State grant programs; develop resiliency best practices and standards across multiple State agencies; and encourage Colorado communities to collaboratively develop innovative and forward-thinking projects through a resilient design competition.
The Resilient Design Performance Standard allows Boulder County communities to define long-term Boulder County communities to define long-term specific hazards and each community's needs. By incorporating resiliency into the design, infrastructure throughout the county will be better poised to withstand future shocks and stresses, allowing communities to recover faster after a disaster event.
This Roadmap, created with the oversight and participation of the Colorado Tourism Board, has been designed as a resource to guide not only the CTO but also its industry partners, large and small, in identifying and prioritizing opportunities to maximize both the economic and lifestyle benefits of tourism.
In late 2016/early 2017 the Colorado Department of Transportation (CDOT) conducted an operational pilot of the Road Usage Charge (RUC) concept as a possible transportation funding replacement to the state gas tax. The Colorado Road Usage Charge Pilot Program (RUCPP) involved a total of 147 participating vehicles that used one of three mileage-reporting mechanisms to record miles traveled and simulate fees based on that travel. Overall support for the operational pilot and the RUC concept itself remained high among pilot participants and there were no major technical issues encountered. A number of policy-related issues were identified throughout the course of the pilot. This report provides a summary of the RUCPP.
This report assesses the impact of Trinidad State Junior College (TSJC) on the regional economy and the benefits generated by the college for students, taxpayers, and society. The results of this study show that TSJC creates a positive net impact on the regional economy and generates a positive return on investment for students, taxpayers, and society.
This memorandum is designed to be a reference guide for legislators and the public on the topic of Colorado laws related to liquor licensing. It covers the three-tier regulatory structure, license and permit types, general licensing requirements, and related fees, taxes, and recent legislation.
Blended learning holds tremendous potential for enhancing student achievement and preparing graduates for postsecondary and workforce readiness by advancing equity and personalized learning. Blended learning is a teacher-led instructional method or strategy that combines classroom and digital learning, and through which students have some control over when, where, and at what pace they learn. The roadmap details successes, challenges, and opportunities for implementation of blended learning across Colorado.
Nonemployer establishments, including "gig" workers, have grown steadily in number over the past two decades, while growth in employer establishments has been inconsistent. In particular, the Great Recession of 2007-2009 appears to have had a dramatic negative effect on net establishment growth. Here is an analysis to look separately at openings and closures. All figures discussed here refer to employer establishments, businesses or business locations with at least one employee in addition to the owner.
CHAMP is a State of Colorado funded study to provide a mitigation and land use framework in areas likely to be affected by future flooding, erosion, and debris flow events.
