The request contains an overview of the issue, proposed solution, anticipated outcomes and corresponding calculations. The request includes appendices that detail the proposed fee change in summary and detailed formats as well as considerable stakeholder process information including an overview and all feedback.
At the May 18, 2016 Clean Water Fee Bill stakeholder meeting,the Colorado Department of Public Health and Environment's Water Quality Control Division staff presented a starting scenario regarding fee changes for each of the Clean Water Sectors. The purpose of this fact sheet is to assist those who were not able to attend the meeting to understand the assumptions used to develop the starting scenario.

The DWRF is a program to assist public water systems with low interest financing to achieve or maintain compliance with the requirements of the Safe Drinking Water Act and to protect public health. Since 1997, the state has loaned almost $400 million to eligible public water systems.
