The Air Pollution Control Division (Division) developed this policy to provide owners and operators of housed commercial swine feeding operations (HCSFOs) with testing and monitoring parameters and methods to demonstrate compliance with the total volatile solids (TVS) requirements of Regulation No. 2, Part B.
A panel of independent experts was charged with the responsibility to recommend an effective mechanism to implement Air Quality Control Commission Regulation 2, Part B, Section IV.A., which allows the use of alternative or experimental covers on anaerobic lagoons in lieu of an approved cover. These covers must demonstrate that the control of odorous gases is of comparable effectiveness to an approved cover, as defined in Regulation No. 2, Part B. Upon such a demonstration the Division may authorize alternative or experimental covers to operate as "approved" covers.
This document presents the guidelines for the collection of baseline water quality and overburden geochemistry data. The purpose of a baseline data-collection program is to characterize the pre-mining environment. Once collected, the data may be used to help evaluate the potential hydrologic impacts that may occur as a result of coal mining.
