New maximum achievable control technology (MACT) standards will apply to facilities with surface coating operations that emit or have the potential to emit (PTE) more than the MACT standard thresholds of 10 tons per year (tpy) or more of any single HAP or 25 tpy or more of total HAPs (THAP). A facility's PTE is the quantity of emissions that would be generated at maximum capacity under a facility's physical or operational design.
The study's purpose was to develop regional solutions to safety problems, traffic congestion, air quality issues, and mobility problems between the northern Colorado population centers and the Denver metropolitan area. Solutions recommended by this study were aimed at falling within projected funding constraints and at sensitivity to community needs and environmental regulations.
The overall goal of Colorado's nonpoint source program is to restore to full use those waters, both surface and ground water, impaired by nonpoint sources, and to prevent future impairments to Colorado's waters, using an effective, efficient and open process that fully involves the public and brings together the necessary regulatory and non-nonregulatory authorities, agencies and programs.
