After careful consideration of the research, the Commissioner of Insurance recommends that the legislature consider developing an Office of the Insurance Ombudsman for the Uninsured. The ombudsman will assist all Colorado residents, regardless of age or income level, who have no health insurance, or may lose their health insurance in the near future. The growing number and unique needs of Colorado's uninsured show the critical need for such an office.
