On June 22, 1999, the United States Supreme Court found in Olmstead v. L.C. that unnecessary segregation of individuals with disabilities in institutions is a form of discrimination based on disability. Colorado has implemented a number of planning efforts that were designed to address the Olmstead decision. While not implemented, these plans provided substantive guidance to state efforts which resulted in a number of important achievements. These include a variety of program, infrastructure and policy improvements within the Departments of Health Care Policy and Financing, Human Services and Local Affairs that directly relate to Olmstead requirements.
