The Bell Policy Center's Colorado: The State of Opportunity Report (2002) offers a hopeful vision of a "Cycle of Opportunity" for every resident of Colorado. Each of the state's residents would find a "gateway" into this cycle and have the opportunity to achieve their full economic, social, and personal potential.
