Conservation easements are a primary public policy tool to encourage stewardship of public benefits from private lands. The landowner can receive compensation for entering into an easement agreement up to the amount of economic loss suffered due to the restriction, also known as opportunity cost. This report presents in one volume a compilation of comparable data on the water supplies of most of the cities and towns in the state but only summarizes the mass of data available from the larger cities.
