This study examines the economic consequences of building the Black Hills Energy natural gas-fired power plant with a project labor agreement (PLA). The academic research on the costs of project labor agreements is discussed. The study also examines the economic impact on Pueblo County if the project were built with and without a PLA. The results of the study are summarized.
